We don't currently expose a WeekRule property off of the XamDateNavigator.  What we suggest doing is creating a new class and derive it from XamDateNavigator then add your own property for WeekRule that sets the protected WeekRuleInternal property.  You would then use the new derived class instead of the XamDateNavigator.

Also I've logged a new product idea for exposing a WeekRule property and sent it directly to our product management team.  Our product team chooses new product ideas for development based on popular feedback from our customer base.  Infragistics continues to monitor application development for all of our products, so as trends appear in requested features, we can plan accordingly.
